Three Ambassadors recalled

Three Sri Lankan Ambassadors have been recalled due to incompetence, Foreign Affairs Minister Ravi Karunanayake said.

The minister was replying to a question by a journalist at a press conference at Sirikotha yesterday. However, the minister declined to disclose their names.

“We want to take best out of our diplomatic missions. We cannot allow incompetent persons to hold those positions and enjoy their time at the expense of public money,” he said.

He said the Government aims to promote “commercial diplomacy” and attract more Foreign Direct Investment to the country. “Together with the President and Prime Minister, I will formulate a proper system to ensure optimal service from our diplomatic missions,” he said.

He said all Ambassadors in Sri Lanka including honorary consuls have been invited for a meeting chaired by the President and Prime Minister on September 4 to discuss how to carry forward the Government’s agenda.

Observing that Sri Lanka has 63 diplomatic offices abroad, the minister said those would be upgraded where necessary and some would be closed down.

Responding to a question by a journalist on gazetting the Development Lotteries Board and National Lotteries Board under the Foreign Ministry, Karunanayake questioned back why similar concerns were not raised when the Higher Education Ministry was amalgamated with the Highway, Transport Ministry was amalgamated with the aviation and when the President took over the TRC. He said he eliminated fraud and corruption in the two institutions and made them profit making institutions.

Cremation of Dr. Saman Kelegama on Monday, June 26th at Kanatte

Senior economist and author, Dr. Saman Kelegama passed away in Thailand on Friday. He was found dead in his hotel room in Bangkok. His remains were due to be brought to his residence at Guildford Crescent, Colombo 7. Funeral will be held Monday at 4 p.m. He was 58 at the time of his demise.

Dr. Kelegama was the Executive Director of the Institute of Policy Studies of Sri Lanka (IPS) and Chairman, Singer Sri Lanka PLC. Dr. Kelegama is the son of the late Deshamany Dr. Jayantha Kelegama, a renowned Sri Lankan Economist and Civil Servant and Mrs. Padma Kelegama.

Dr. Saman Kelegama was married to Sirimavo, daughter of the late Dr. Seevali & Sita Ratwatte and is a niece of former Sri Lanka Prime Minister Sirimavo Bandaranaike.

Economist Dr. Saman Kelegama passed away at the age of 58 today.

Dr. Kelegama was the Executive Director of the Institute of Policy Studies (IPS).

He joined the Institute of Policy Studies of Sri Lanka in 1990 and served as a Research Fellow until 1994, and was appointed Executive Director in 1995.

He received his secondary and primary education in Sri Lanka at Royal College, Colombo and St. Thomas' Preparatory School respectively.

He completed his master's degree in Mathematics at the Indian Institute of Technology (IIT), and completed his M.Sc. and D.Phil. in Economics at St Catherine's College, Oxford University, UK.

US MEMORIAL SERVICE FOR FORMER SRI LANKAN HIGH COMMISSIONER IN CANADA ERNEST COREA

A Celebration of Life service for Ernest Corea will be held at St. Christopher's Episcopal Church, 6320 Hanover Avenue, Springfield VA 22150 in the United States of America, on Saturday July 8, 2017, at 10:00 a.m 

Ernest Corea was Sri Lanka's Ambassador in the United States of America and Ambassador to Mexico and Cuba. He was also former High Commissioner of Sri Lanka in Canada and former Editor in Chief of the Daily News in Sri Lanka and the Ceylon Observer. Ernest Corea was an old boy of Royal College, Colombo. 

Interment of ashes will follow immediately after the service at St. Christopher’s Memorial Gardens.

In lieu of flowers, if you wish to make a memorial contribution, please make checks payable to St. Christopher’s Episcopal Church with memo indicating “in honor of Ernest Corea.”  The funds will be directed to the Hypothermia Prevention Shelter Fund.

ERNEST COREA

ERNEST COREA was one of Sri Lanka’s distinguished diplomats, who was awarded the Deshabandu Class 1 National Day honour for meritorious diplomatic service. He has, in addition, been an influential newspaperman and writer.

He was the son of Reverend Canon Ivan Corea and Ouida Corea. He was born in Borella, a suburb of Colombo, the capital of Ceylon, now Sri Lanka. Educated at Royal College, Colombo and the University of Ceylon, Ernest served with the United Nations in Washington DC and in the Congo (Zaire).

He joined the editorial staff of the Associated Newspapers of Ceylon Ltd. (Lake House) direct from university and rose to be Editor of the Ceylon Daily News from 1966-1970 and the Ceylon Observer from 1970-1971. Immediately before holding those positions, he was Chief Administrative Officer of the Editorial Department at Lake House. 

Ernest was Features Editor, foreign affairs specialist and editorial writer of the Straits Times of Singapore. He served as Director of the Publications Division at the International Development Research Centre (IDRC) in Ottawa, Canada. Subsequently, he was the founding Director of the IDRC’s Cooperative (North-South) Research Programs Division.

He was appointed to the diplomatic service of the Government of Sri Lanka by President J. R. Jayewardene and served his country as High Commissioner to Canada and as Ambassador to the United States of America (US), Cuba and Mexico. He was entrusted with several successful negotiations connected with external support for the country’s development programs.

He was responsible for organising the very first state visit of a President of Sri Lanka to the US, at the invitation of President Ronald Reagan in 1984.

His book ‘Non-Alignment – the dynamics of a movement,’ was published by the Canadian Institute of International Affairs. Another book, North-South: Beyond Dialogue, was also published in Canada. 

He was Chairman of the Commonwealth Select Committee on the Media and Development, and is a life-member of the Asia Society’s advisory group in Washington DC. He worked for the World Bank’s Secretariat of the Consultative Group on International Agricultural Research (CGIAR) and after retirement, as a Senior Consultant, when he co-authored Revolutionizing the Evolution of the CGIAR with CGIAR Director Francisco Reifschneider and Chair Ian Johnson.

He was the President of the Media Task Force of the Berlin-based Global Co-operation Council. He was appointed Global Editor of InDepth NewsAnalysis (IDN) and a member of its editorial board as well as a columnist and Co-editor of IDN’s current affairs magazine, Global Perspectives. 

He married Indra Ratnayake, a fellow journalist. They had two children. The older, Lester, married Doris Neldner.  They have two children: Carl and Sophie. The younger, Andy, married Michelle Bell. They have a son, Wilson.

On the night of 11th May 2017, Ernest Corea passed away peacefully in Virginia, having lived in the United States for many years.

Josephians clinch MILO President’s Trophy Championships

St. Joseph’s College, Colombo 10 rewrote history when they clinched their maiden Milo President’s Trophy championship beating Isipathana College by 19-13 in the final played under lights at Race Course International Stadium on Saturday (June24). Following is the match report courtesy of The Pappare.

Playing their first-ever major rugby final, Joes collected points through 2 tries and 3 penalties while the last year’s winners and league runners-up, Isipathana touched down twice and booted one penalty kick.

Earlier, amidst a packed crowd, Isipathana inside center, Randy Silva kicked off proceedings in this all important final against the wind. The Josephians showed intent and composure from the word go and scored in the first instance of entering the opponent’s 22’ when fly-half Chathura Senevirathne touched down in the fourth minute after taking a quick-tap from the five meter line. Sachith Silva failed to convert. (SJC 05 – IC 00)

The Isipathanians used the width perfectly and settled down early which helped them hit back strongly. In the 17th minute, number 8 Devin Gunarathne broke off a rolling maul deep inside Josephian territory, shrugged off two defenders and equaled the scores. Chamod Fernando could not add the extra points. (SJC 05 – IC 05)

As the game was played in stunning speed and intensity, full-back Chamod Fernando was yellow-carded in the 30th minute when he made a high tackle on Josephian winger Dilan Kavinda and both teams were down to 14 players in a few minutes when St. Joseph’s number 8 Gihan Perera was sent to the naughty chair in the for not rolling away in a ruck.

At the stroke of the half-time, St. Joseph’s received a 53-meter penalty when an Isipathanian player entered a ruck from the side. The Josephian first five-eighth, Chathura Senevirathne convincingly slotted over the penalty to help the boys in blue and white take a slender lead at the breather.

After the lemons, Senevirathne restarted the game. Josephians still with 14 players had a golden opportunity when they entered the Isipathana ‘Red’ zone but Shan Akila knocked the ball forward, yards away from the whitewash.

As the game progressed to the 48th minute, the Josephian back line was caught off-side and Isipathana full-back Chamod Fernando leveled the scores by booting the 22-meter penalty kick. (SJC 08 – IC 08)

With both the teams committing several mistakes and conceding penalties, St. Joseph’s College stuck to their game plan by hitting the Pathana defense with their bulky forwards which enabled them to go ahead in the scoreboard in the 63rd minute when flanker Tharindu De Alwis barged over the try-line. Sachith Silva failed to add the extra points. (SJC 13 – IC 08)

Isipathana College missed out on leveling the scores in the 66th minute when Chamod Fernando’s try was disallowed by referee for a forward pass in the same phase as Isipathana failed to penetrate the strong Josephian defense.

With the game entering the final 10 minutes, St. Joseph’s received a penalty, 15-meters out after the boys from Havelock Town was penalized for hands in the ruck. Chathura Senevirathne bisected the posts easily to extend the lead. (SJC 16 – IC 08)

With the victory in sight for the Josephians, the blue & white brigade put the game to rest in the 77th minute when Senevirathne slotted over his 3rd penalty after an Isipathana player was penalized for a ‘neckroll’. (SJC 19 – IC 08)

In the last move of the game, Isipathana College replacement winger V.K Sabanayake planted an unconverted try near the far corner flag but it was too late for the Green Machine.

There are five houses in Victoria Village that have been on the market for over 2-weeks, The recent intervention by the Ontario government to cool the Toronto-area’s hot housing market is already having an impact on sellers and buyers plans for the year, according to a new poll. Ontario Premier Kathleen Wynne introduced a 16-point Fair Housing Plan in April to tame the Greater Toronto Area's expensive real estate market, including measures such as expanded rent control and a foreign buyer's tax. This announcement has impacted the housing market and slowed it down slowly but surely. This is good news for the buyers while not so good news for the sellers. But the sale prices of real estate in the GTA had reached unrealistic levels and needed some restrain at some point.

Toronto home prices haven’t fallen yet, but a major market indicator says they will soon!

The last time the sales to listing ratio fell this sharply was in the late 1980s, followed by a record price drop that took two years to play out.

The latest data on Toronto housing show a sharp decline in sales in Canada’s biggest city has yet to trigger a drop in prices. A major indicator of market conditions suggests it will soon enough. The ratio of Toronto sales to new listings slumped to 41 per cent in May, according to Canadian Real Estate Association data Thursday. That’s the lowest since 2008 and near the bottom of the range for what economists generally consider a balanced market. The gauge is a pretty good predictor of home prices and what it’s showing — based on the typical historical relationship between the two variables — is that a modest price decline is probably in the cards.

According to Bloomberg calculations, the 3-month moving average of the sales to new listings ratio explains almost 60 per cent of the variation in Toronto benchmark home prices five months later. A sustained ratio of 40 per cent implies small, single-digit annual price declines in about half a year.

Just such a soft landing is the prevailing view of most economists, as well as the Bank of Canada. Home prices in the country’s financial capital after all have been climbing steadily for years, and the recent run of annual gains in excess of 30 per cent was bound to end. Even amid the sales decline in May, Toronto benchmark prices were up 1.2 per cent last month.

The soft landing predicted by the model however assumes a smooth and orderly correction, whereas Toronto housing dynamics seem out of control. Predictions based on historical relationships are less robust in more extreme situations.

So, will the landing be soft or hard?

SOFT LANDING CASE

In its semi-annual financial system review last week, the central bank said a sharp price correction in Toronto and Vancouver is unlikely because strong underlying fundamentals “support the idea that a downturn in prices would be limited.”

That view was given additional credence this week when Governor Stephen Poloz and his Senior Deputy Governor Carolyn Wilkins jolted markets by suggesting the economy may have firmed enough to withstand a gradual withdrawal of stimulus. In effect, the policy makers are saying they’re comfortable enough with the situation in Toronto and Vancouver real estate to risk the potential fallout from higher borrowing costs.

Here are some further arguments for a soft landing:

As the central bank pointed out, about 40 per cent of the 300,000 immigrants who settled in Canada last year moved to Ontario. That bolsters demand. And land-use regulations are often cited as a constraint that will prevent excessive supply from coming on the market. The “world-class city” argument stipulates Toronto should be compared with London and Tokyo rather than Ottawa when it comes to real estate valuations, given its status as a major metropolis and North America’s third-largest financial center. Vancouver’s recent experience is easing some concern that the market is vulnerable. The imposition of a tax on foreign buyers in the Pacific Coast city last summer spurred declines in sales and prices, but the latest data indicate those are rebounding.

HARD LANDING

In January, sales as a share of new listings rose above 90 per cent, smashing a record. The decline in that metric since then has been over 50 percentage points, which is the largest and the sharpest in data back to 1988. The only comparable decline in the metric was in the late 1980s, when it fell from 71 per cent to 30 per cent. And that move, which was followed by a record price drop, took two years to play out.

Much will depend on whether the sales to listings ratio continues falling.

Market psychology is key. There’s been plenty of speculative demand in the market, and any fear of a correction could send investors running for the exits. And a wave of new construction is about to hit the market. Data this month from Canada Mortgage and Housing Corp. showed year-to-date single family completions in Toronto rose to 4,937 units in May — the most since 2008 and up 19 per cent from 2016.

Even the conventional model suggests that in the event the sales to listings ratio starts hovering at about 30 per cent, price declines could start hitting double digits.

After a shaky year, it looks like confidence is creeping back into Vancouver's housing market.

For signs of that confidence, look no further than Belmont Estate, a five-bedroom, 22,000 sq.-ft. property on the city's west side that's listed for a record $63 million.

It's owned by a prominent couple Joseph and Rosalie Segal, who made their money in department stores Fields and Zeller's and then real estate development. The three-storey, five-bedroom, 12-bathroom house sits on 1.28 acres and offers some of the best views in a city full of great views.

Among the features in this custom-built palace of decadence are:

  • An elevator
  • Dining room that seats 80
  • A more "intimate" dining room that seats 20
  • Floor-to-ceiling murals
  • Eight-car garage
  • Indoor pool and sauna.

It's one clear sign that Vancouver's housing market is showing signs of a comeback. While sales are still softer than they were a year ago (they were down 8.5 per cent in May, from the same month a year earlier), they've accelerated over the course of this spring. The benchmark price is up 8.8 per cent from a year ago, at $967,500.

So with this listing, are we seeing hubris returning to the market? The Globe and Mail reports that the asking price on Belmont Estate is some $21 million higher than its assessed value of $41.9 million. It ranks as "only" the seventh-most expensive assessed property in the province.

The listing agent is talking up the home as one-of-a-kind.

"No other property of comparison has been offered in Greater Vancouver to date," Christa Frosch of Sotheby's International said in a statement.

Frosch adds: "I believe that the buyer of this home will have a passion for art, history, luxurious landscapes and timeless design."

Graham Ford steps down as Sri Lanka coach

Graham Ford has stepped down as Sri Lanka coach, ending his second tenure with the side after 15 months. SLC president Thilanga Sumathipala said the decision had been arrived at mutually, "after careful consideration and deliberation".

Ford's relationship with SLC was understood to have been strained due to what he felt were unacceptable intrusions into team matters by the board. Ford had already left the island on leave, which would have ended early next week.

One of his grievances was the expanding powers of Asanka Gurusinha, who in February was appointed "cricket manager" – a position with a broadly defined range of duties, some of which Ford is understood to have felt infringed upon his freedom as a coach. In the time since his appointment, Gurusinha was also made a selector.

Though there were no reports of a personal rift between the two men, it is understood Ford was made to feel less than fully in control of his team during the recent Champions Trophy. Ford had since met with the board in Colombo but, before his departure from Sri Lanka, struck an optimistic tone about the team's prospects, saying: "The character that [the team] continues to show is really exciting. If we get a bit of experience among the younger players and we continue to keep that fight – that kind of spirit is really important if we're going to build and become a highly competitive team."

Ford's contract was slated until the end of the 2019 World Cup, a duration he insisted on when he took up the role last year because of the instability surrounding the job. Since 2011, Sri Lanka have had eight head coaches (including interim appointments) in nine separate stints – Ford having worked two shifts: from 2012 to 2014, then again from February last year to now.

SLC had hired Ford largely because of his excellent global reputation for managing young players – a skill seen as vital to Sri Lanka's progress following some high-profile player retirements. He oversaw one of the team's greatest ever Test series victories, against Australia last year, but many of the remaining assignments Sri Lanka have had under his watch have produced disappointing results.

Ford, however, has always insisted that it would be years before Sri Lanka becomes a top cricketing nation again, and saw his role as a long-term facilitator of the rebuilding process. The lack of short-term results, however, had prompted SLC to appoint of new coaching and management staff. This difference in expectation is what has partly led to the loss of faith.

Sumathipala acknowledged Ford's role in handling the team at a time when Sri Lanka cricket faced a "volatile and uncertain" period.

"We have to thank Fordy for his invaluable contribution to Sri Lanka Cricket," Sumathipala stated in the SLC press release. "He joined us at a time where we were quoted by the ICC as being on the 'verge of suspension' and at a time where things were volatile and uncertain, Ford had faith in us and has given us his fullest support.

"This was a decision arrived at mutually after careful consideration and deliberation and we are both confident of its propriety."
