Province Introduces a Balanced Budget for a Stronger, Healthier Halton

Today, Finance Minister Charles Sousa released the 2017 Ontario Budget: A Stronger, Healthier Ontario, which includes significant investments in health care and education. Ontario’s first balanced budget since the global recession — thanks to a strong economy and responsible fiscal management — introduces free prescription drug coverage for everyone aged 24 and under, makes important investments to reduce wait times and improve access to care, reduces fees and increases access to licensed child care, helps students and makes life more affordable for Ontario families.

        These investments will have a significant positive impact on Halton residents. Our community is growing rapidly and Ontario’s commitments in crucial services like health care and education will help to support that growth.

        As a leader in economic growth, the Province is set to balance the budget this year and maintain a balanced budget for the next two years. A balanced budget means more funding for the programs and services people rely on most.

Strengthening Ontario’s Health Care
       
        The balanced 2017 Budget launches OHIP+: Children and Youth Pharmacare, a new drug benefit program that fully covers the cost of prescription medications for everyone aged 24 and under, regardless of family income. This program — the first of its kind in Canada — will ensure that young adults have access to universal drug coverage and parents never have to choose between paying for their children’s prescription drugs and providing other essentials.
Ontario is increasing health care investments by $11.5 billion over the next three years.

        The 2017 balanced Budget plan includes a new $7-billion booster shot to health care, to improve access to care, expand mental health and addiction services, and enhance the experience and recovery of patients. It dedicates $1.3 billion to further reduce wait times, including a three per cent increase in hospital operating funding this year.

        Ontario is committing to several new major hospital projects across the province, adding to the 34 underway. An additional $9-billion capital investment over 10 years will provide faster access to care and help to meet the needs of the growing aging population.
 
        The Province is expanding home and community care programs with an additional investment of $250 million this year. Family and friends caring for loved ones will be better supported through access to respite care, education and training, and a new Ontario Caregiver Tax Credit. An additional $58 million will be dedicated to long-term care this year, a 2 per cent increase in our investment.

        Ontario’s new Dementia Strategy will improve and better coordinate services for those living with dementia and their caregivers by providing more than $100 million over three years.

Improving Education
       
        With an additional investment of $6.4 billion over three years, the balanced 2017 Budget reflects the government’s commitment to help learners reach their full potential and will reduce class sizes. The Province continues to construct new schools and renew existing ones to create nurturing environments where children can learn and grow. The Province is providing almost $16 billion over 10 years to help build and improve schools.

        The government is rolling out the new Ontario Student Assistance Program, which means free tuition for more than 210,000 students in postsecondary education starting this fall.
 
        Ontario is also investing nearly $190 million over three years towards Ontario’s Career Kick-Start Strategy aimed at creating 40,000 new opportunities for students and graduates to obtain practical experience and help them get jobs sooner after graduation.
 
Making Life More Affordable
 
        To make everyday life more affordable, the balanced 2017 Budget is strengthening the public services that matter most to people while lowering costs.
 
        The Province is helping 100,000 more children gain access to affordable, quality licensed child care. In 2017–18, Ontario will invest an additional $200 million to provide new fee subsidies and funding for providers to help 24,000 more children up to four years old access quality child care. The government will continue to work with schools and municipalities to fund the expansion of licensed care that is convenient, flexible and in line with local parents’ needs.
 
        The government is also taking action to make housing more affordable for homebuyers and renters with Ontario's Fair Housing Plan. This plan introduces a comprehensive package of measures to help more people find affordable homes, as well as increase supply, protect buyers and renters, and bring stability to the real estate market.
 
        In addition, Ontario is providing an average annual benefit of $130 to about 65,000 seniors through the Ontario Seniors’ Public Transit Tax Credit.
 
        The government is delivering on its commitment to balance the budget this year, building on a successful track record of prudent fiscal management, which has made Ontario an economic leader in Canada and the world.

  • The Province’s investment in public infrastructure of more than $190 billion over a 13-year period, which started in 2014–15, is the largest infrastructure investment in the province’s history. Prime Minister Ranil Wickremesinghe has banned all UNP MPs and ministers from leaving the country more than thrice a year. If any MP or a minister needs to leave the country then he or she will have to meet him and obtain his written permission, the Prime Minister has informed his group of parliamentarians. The Prime Minister has said that the MPs and ministers had to be in the country, attending to the problems of the people and the needs of the party.

The party has appointed various committees as per the needs of the country and all members thereof had to be present in the country. Those to the Working Committee of the party should make it to a rule to attend all sessions of the committee, the PM has said. If a member of the Working Committee fails to attend the committee meetings thrice consecutively, he or she will be removed from that outfit, the Premier has told his group of parliamentarians.

Editor's Note: Easily said than done. Minister John Amaratunga has already doubled this target for 2017. The Prime Minister should make a note of this particular minister's roving round the world. When Sri Lanka has diplomats doing nothing in various countries, this minister keeps going for meetings, and trade shows, etc., which are attended by junior officers. To China in March, and Italy in April (2017). We are waiting on the January + February trips done by the minister for this year!

Sri Lankan doctor killed in road mishap in London

Vice President of the Association of Professional Sri Lankans in the UK, Dr. Chesmal Siriwardhana was killed by a double-decker bus in Oxford Street in Central London around 2 am on Sunday, April 9. His body, lying in a morgue in London, will be flown to Sri Lanka to perform last rites after the postmortem, The Sunday Island learns. Dr. Siriwardhana, 38, was returning home to Greenwich after a night out when he was hit by the night bus N98. At the time of his death, he was serving as an Associate Professor at the London School of Hygiene and Tropical Medicine. He was the only child of the family. He studied at Royal College, Colombo and obtained his Doctor of Medicine (MD) degree from the People’s Friendship University of Russia.

Dr. Siriwardhana arrived in London in 2009 for postgraduate studies and completed his PhD in 2015. He obtained both his Master of Science (MSc) in Psychiatric Research and Doctor of Philosophy (PhD) from the Institute of Psychiatry, King’s College, London.

Professor Patrick Leman of the Institute of Psychiatry, Psychology & Neuroscience, King’s College, in a tribute to Dr. Siriwardhana said: "His untimely death is a huge loss to the world of global mental health and health migration research."

The place Dr. Siriwardhana was killed was described in 2015 as "Britain’s most dangerous junction, where Oxford Street meets Holles Street".

Australia toughens process to gain citizenship

Australia, which hosts one of the largest Sri Lankan Diasporas overseas, will make it more difficult to gain citizenship in a major overhaul of its migration process, the BBC reported yesterday.

Aspiring citizens will undergo tougher tests on their English language skills and ability to demonstrate "Australian values", PM Malcolm Turnbull has said.

Applicants must also have completed four years as a permanent resident – three years longer than at present.

The move comes two days after Australia unveiled stricter visa requirements for skilled workers from overseas.

Turnbull said the changes would ensure that migrants were better integrated into the community.

"It is important that they understand that they are making a commitment to our Australian values," he said.

In explaining what constituted "Australian values", Turnbull said migrants must demonstrate support for religious freedom and gender equality.

"Respect for women and children … that is a key Australian value," he said, adding domestic violence would not be tolerated.

A more stringent English language test involving reading, writing, listening and speaking is one of the other changes included in the citizenship process.

Providing evidence of integration into the community, such as employment history, school enrolment or membership of community organizations, having already been a permanent resident for at least four years, allowing applicants to apply only three times and automatically failing anyone who cheats on a test are also new changed made by the government in its migration process.

When asked about reports that applicants would be quizzed on whether they supported forced child marriage or female genital mutilation, Turnbull said it was important to "reinforce our values".

"If we believe that respect for women and children [is an Australian value]… then why should that not be made a key part, a fundamental part, a very prominent part, of our process to be an Australian citizen?"

The requirements would apply to all new applications for citizenship, the government said.

The opposition Labor Party accused Turnbull of making announcements for political gain.

"It seems a little odd to me that you would actually ask people whether or not they are going to obey the law when they already pledge to obey the law," said Labor senator Penny Wong.

Colombo, April 21 2017: SriLankan Airlines further enhanced its customer service capabilities with more specialized training for its airport service staff at Bandaranaike International Airport (BIA) to serve passengers of all airlines even better.

SriLankan Airlines (www.srilankan.com) is the sole airport ground handler for all airlines that operate to BIA in Colombo, where it annually handles nearly 9 million passenger movements on approximately 70,000 flights.

Colombo’s seafront makes way for China-backed financial city

Project developer hopes investments to the tune of $13 billion will start coming in from 2018; targets major investors from south Asia, particularly India.

It is hard to miss the blue-lettered boards lining the northern end of Galle Face, Colombo’s iconic seafront. “A new Central Park in Colombo”, “A new world class city in South Asia” — they declare in bold font.

In the background, a few cranes spray sand into the sea in big arches, filling up narrow strips of sandy land — inroads that emerged after work on the port-city project commenced. About 500 acres of land is to be reclaimed for the new facility.

Inaugurated by Chinese President Xi Jinping in September 2014, the project has persisted over the last three years, surviving controversies and drastic changes. Campaigning hard for the January 2015 elections that his coalition won, Prime Minister Ranil Wickremesinghe made a poll promise to scrap the Chinese-funded port city, seen as a brainchild of former President Mahinda Rajapaksa, only to renew it a month after he took office.

Amid mounting concerns over its possible environmental impact, Sri Lanka and China in April 2016 decided to redefine the port cityproject, now calling it an international financial city. The largest foreign direct investment in Sri Lanka, the $1.4-billion project will house a financial centre and a host of other facilities, including a marina, a central park, and possibly an international school and hospital over the next 30 years, its developer said.

Targeting investment

“We want to create a city where it would be interesting for South Asians to come and live, invest, do business and may be manage their wealth,” said Liang Thow Ming, chief sales and marketing officer of Sri Lanka’s CHEC Port City Colombo (Pvt) Ltd, which is handling the project.

A subsidiary of China Communication Construction Company, in which the Chinese government is a major stakeholder, CHEC projects that investments to the tune of $13 billion will begin coming in from 2018. For this, the company has begun reaching out to investors in south Asia, particularly in India.

Given Colombo’s strategic geographic location in the Indian ocean, investors see the potential for a major financial hub in the city, filling the void of financial cities between Dubai and Singapore. “Arabs are not going to come here instead of Dubai; Malaysians and Indonesians will not come to Colombo instead of going to Singapore. For the same reason, South Asians would like to come to Colombo,” Mr. Liang told The Hindu .

On likely investors in India, Mr. Liang said: “The spirit is willing, flesh is weak,” referring to the turbulence in the real estate sector. However, he was confident that once a few began investing here, others would “join the bandwagon”.

CHEC sees a potential Indian investor as someone with money to park, making frequent trips to Colombo to meet bankers and do business. Investors might consider admitting their children to the international school at the financial city, and perhaps even buy a plush apartment there, Mr. Liang said.

Falling growth

Meanwhile, Sri Lanka’s economy has been facing major challenges in the last few years, with its growth dropping to a three-year low of 4.4% in 2016, from 4.8% the previous year, Reuters reported. Asked if that would impact the project, Mr. Liang said the financial city did not depend on that. Giving an example of an investor who makes a weekend trip to Colombo, to meet his bankers, see his children studying here and perhaps spend time and money at a hotel and at restaurants, he said these were independent of how the Sri Lankan economy was doing.

However, project director and top official from the Sri Lankan side, Nihal Fernando, said that while it might be a different structure, the city would be fed by Colombo. “The Sri Lankan economy is very much linked to it and if it fails, it will affect the financial city.” On the other hand, Mr. Liang said the project would create 83,000 jobs, 90% of which was likely to be taken up by Sri Lankans. Mr. Fernando too sees a huge demand for workers, and with their high literacy and English proficiency, Sri Lankans will have an edge, he said.

On measures to prevent money laundering at such a financial hub, Mr. Liang said a separate set of laws, modelled on U.K. laws, would be applicable to the city. “A separate court, separate arbitration centres, a city that is run under a different set of rules — the whole port city playing a different game from the rest of Colombo.”

It is this exclusive operation that makes some uneasy, though the city will come under the Sri Lanka’s penal code. India’s concerns over the China-backed initiative are well-known. When Mr. Rajapaksa was in power, National Security Adviser Ajit Doval reportedly urged the Sri Lankan government to cancel the project.

Locally, there has been considerable resistance to the project, particularly from fisher folk and environmental groups. Co-convenor of the People’s Movement Against the Port City, Fr. Sarath Iddamalgoda, said illegal sand mining had become rampant in Gampaha district, north of Colombo. “That is where they get the sand to reclaim the sea,” he said, adding that 20,000 families were facing acute drinking water scarcity as a result.
