83rd Battle of the Saints – This can be a nailbiter – no quarter given or asked

Posted on 25 February 2017 by TSL

By M. Shamil Amit – Courtesy: Sunday Times.

As it happens every year during the month of March the saints are ready to march on the cricket field for their annual “Battle of the Saints”.  This is the 83rd in the series to be played on March 3 and 4 at the P. Sara Stadium and no doubt with both the teams fielding talented players there is bound to be a close tussle.

The Josephians lead the series with 12 wins with their last win being in 2008 under the leadership of Ruwantha Fernandopulle while the Peterites have ten wins having won the encounter last year under Vinu Mohotti.

In fact it was the sportsmanship of St Joseph’s rector Rev. Fr. Travis Gabriel who awarded the win to St Peter’s due to the crowd invasion when the Peterites was on the verge of winning the game.

But the organisers this time out, the joint committee of the two schools are not going to leave any stone unturned and trouble makers beware as no room will be left and stern action will be taken as the relevant officials have been advised to take necessary action.

Both teams this year are unbeaten.  Peterites led by Lakshina Rodrigo have a better record.  After 18 games they have registered five outright wins. They are against St Anthony’s Wattala, Maris Stella, St Mary’s Kegalle, St Sebastian’s Moratuwa and St Benedict’s.

Seated from Left: Asiri Perera (Fitness Trainer), Asiri Caldera (2nd XI MIC), Prasantha Ranaweera (1st XI MIC), Rev.Fr. Milan Bernard (POG), Harin Cooray (Capt), Rev. Fr. Travis Gabriel (Rector), Shevon Fonseka (V. Capt), Roger Wijesuriya (Head Coach), Michael Adams (2nd XI Coach,), Dharantha Menerigama (Fielding Coach). 1st Row from left: Shevaan Rasool, Cameron Duruge, Dineth Jayakody, Nipun Sumanasinghe, Jehan Daniel, Revan Kelly, Thashan Perera, Avishka Fernando, Sachintha Mahindasinghe, 2nd Row from left: Kavindu Jayathissa, Pahan Perera, Darlo Dasanayake,, Ruchira Ekanayake, Dineth Madurawala, Jehan Fernandopulle, Lakshan Gamage, Havin Perera.

St. Peter's College XI – Seated from left: Manuker Gunaratne (Trainer), Sampath Dharmasiri [Fielding Coach], Crishantha Peiris [Bowling Coach], Shanaka Fernando [Asst Coach], Sanath Chinthaka [ Secretary/Senior M. I. C.], Lakshina Rodrigo [Capt), Rev. Fr. Trevor Martin [Rector), Rev. Fr. Thilina Pathum {Sport Co-ordinator), Manelker De Silva [Vice Capt], Malinda Warnapura [Head Coach], Wasanatha Haputhanthri [Junior M. I. C.], Kitto Fernandopulle [Asst Coach], Mahesh De Silva [Manager). First row from left: Banuka de Silva, Shivan Perera, Chathura Obeysekera, Shalith Fernando, Sulakshana Fernando, Anishka Perera, Ravindu Silva, Dinith Anjula, Sachin Silva, Vinul Gunawardane. Top row from left: Nipunaka Fonseka, Ameen Miflal, Ramnith Jayasena, Santhush Gunathilaka, Lashen Rodrigo, Prabasara Herath.

Josephians led by Harin Cooray have played 18 matches has been able to win three of them against St Patrick’s Jaffna, Maris Stella and Bandaranayake MV Gampaha.

Nevertheless for any school their traditional encounter is something special and the “Battle of the Saints” is going to be a tussle for supremacy between the two schools.

Let’s also not forget that in most of the matches played in the series have been dominated by the underdogs. This year with both the teams well balanced it will be hard to predict an outcome as the two teams’ posses and are oozing with talented players.

The Josephian batting will revolve around their leading run getter Nipun Sumanasinghe who had the honour of being the first player this season to reach the 1000 runs mark and has made three tons and five half tons.

To support him there is Dineth Madurawala who has made over 800 runs which includes four tons and two half tons and Shevon Fonseka the other player to crack a ton and has scored over 650 runs.

Pahan Perera, Jehan Fernandopulle and Jehan Daniels are the three batsmen that the Petes will have to keep an eye. Pahan though making over 550 runs is a player with better potential but has not lived up to expectations and he is capable of doing the needful in this game while much will be expected from the Jehan double.

Skipper Harin who ended as the top bowler of the side with 77 scalps to his credit will spearhead the bowling attack and the responsibility is no doubt going to be a burden to him.

The skipper will look for support from Ruchira Ekanayake, Nipun Sumanasinghe, Havin Perera and Dineth Jayakody to curtail the strong Peterite batting line up.

The Peterites on the other hand will bank their batting on two players Santhush Gunatilleke and skipper Lakshina who both have been in the runs right through out the season.

Santhush in fact was unfortunate to miss out in achieving 1000 runs for the season when he was dismissed for 85 needing 128 runs and fell short by 43 runs.

Santhush ended with 957 runs and has two tons and seven half tons, so he will no doubt be looking forward to make a memorable big match and will be the one for the Josephians to watch.

Skipper Lakshina along with two others Manelker de Silva and Anishka Perera are the other centurions of the side. Apart from the ton Lakshina has made eight half tons while Manelker who has scored over 575 runs and Anishka 500, has three half tons each

Then there is Shalith Fernando who has scored over 700 runs inclusive of seven half tons along with the above players along with Ranmith Jayasena and Vinul Gunawardena are going to be a thorn in the flesh for the Josephian bowlers

Left arm spinner Mohamed Ameen is their trump card in the bowling department and the youngster has been in the wickets on regular basis and ended up by achieving the magical 100 wickets in a season, the only player to do it so far and he could be the match winner along with Santhush and skipper Lakshina.

The support of Chathura Obeysekera who has taken over 70 wickets and make shift bowlers Santhush Gunatilleke, Sachin Silva and Manelker de Silva would be looked forward to curtail the Josephian batting.

Looking back at the cricketers who donned the Sri Lanka jersey from the two institutions, the Josephians produced Angelo Mathews, Chaminda Vaas, Thisara Perera, Dimuth Karunaratne, Ashley de Silva and Michael Vandort to name a few and the Peterites produced Roy Dias, Rumesh Ratnayake, Russel Arnold, Vinothan John, Amal Silva, Kaushal Lokuarachchi, Malinda Warnapura and Angelo Perera.

The chief guest at the 83rd “Battle of the Saints” will be Kitto Fernandopulle who led the Peterites in the year 1979.

The two day encounter will be followed by the 43rd limited over encounter which is played for the Fr. Peter A. Pillai trophy which is scheduled to be played on March 25 at SSC ground which is returning back to venue after 1994.

In this segment too the Josephians are leading with 21 wins to the 19 by the Peterites with two matches being washed out.

Canada welcomes entry into force of WTO Agreement on Trade Facilitation

Posted on 22 February 2017 by TSL

February 22, 2017 – Ottawa, Ontario – Global Affairs Canada

Canada welcomed today’s announcement by the World Trade Organization that the Agreement on Trade Facilitation (TFA) has entered into force. The TFA is important for Canadians because it will lower trade costs globally by modernizing and simplifying the customs and border procedures of WTO members. Canada’s support for the TFA reaffirms its commitment to a rules-based system for trade that levels the playing field for exporters and creates opportunities for middle-class Canadians.

The TFA will particularly help small and medium-sized enterprises (SMEs) increase their exports, because trade costs are disproportionately high for them. The implementation of the TFA will help Canadian SMEs export to fast-growing emerging markets in Latin America and the Caribbean, Africa and Asia. If all the provisions of the TFA are implemented by all the WTO members, Canada could achieve a reduction in trade costs of up to 11.4 percent, potentially leading to an increase in the total value of trade of up to 1.7 percent. Using Canada’s 2013 two-way trade as a reference, this would be a $16.1-billion gain.

Canada submitted its acceptance of the TFA on December 16, 2016. Along with international partners and through mechanisms that include the Global Alliance for Trade Facilitation and the World Bank Group’s Trade Facilitation Support Program, Canada provides assistance to developing countries to implement the TFA.

Canada encourages WTO members that have not yet ratified the TFA to do so as soon as possible and looks forward to working with developing countries to fully implement the commitments in the agreement.

Quotes

“This important trade agreement will help both developed and developing countries by reducing trade costs for businesses, particularly small and medium-sized enterprises, who will in turn create jobs for the middle class and those working hard to join it.”

– François-Philippe Champagne, Minister of International Trade

Malayali family brings back to life a slice of colonial Colombo

Vishnu Vethody | EPS

COLOMBO: The Vethodys, a family of Malayali entrepreneurs with roots in Kerala and Sri Lanka, have brought back to life a slice of Colombo’s colonial past with the re-launch of their extensively renovated 135-year-old iconic Hotel Nippon situated in the heart of the capital’s business district.

“Nippon” as it is popularly known, occupies Manning Mansions in Slave Island, a place which the 16th Century Portuguese rulers of Colombo had used to house slaves brought from Africa. Being one of the oldest buildings in Colombo, Manning Mansions were designated as one of its “heritage” buildings by the Sri Lankan Department of Archeology with strict rules for their upkeep.

Hotel Nippon found its place in cinematic history when it was featured in David Lean’s Academy Award-winning film Bridge On The River Kwai shot in Ceylon in the mid-1950s. According to Dr.Valsan Vethody, a Director of the hotel, some of the indoor shots of the Japanese army headquarters were shot in Nippon, and its then joint proprietor, Greg Roskowski, a Polish émigré, had acted in the film as one of the British Prisoners of War.

Built in 1882, Manning Mansions initially comprised 14 apartments to house British military officers. But sometime in the 20th Century, Roskowski senior bought it and turned it into a hotel which was popular with sailors.

For a short while Roskowski ran it as “Hotel Polski” but renamed it as “Hotel Nippon” when he married a Japanese lady. The Japanese connection got strengthened in the mid 1950s, when Roskowski’s son Greg, an announcer in the then hugely popular English service of Radio Ceylon, also took a Japanese bride. Serving authentic Japanese food along with continental and local fare, Nippon became a must for Japanese visitors to Colombo.

Meanwhile, Roskowski junior’s Japanese wife took as her business associate, Vethody Kumaran, a Ceylonese of Kerala origin, who, after leaving the engineering corps of the British army, was running a restaurant at Pettah.

But it did not take Kumaran long to assume full ownership of the hotel. Under Kumaran, Nippon retained its place as one of the three modern hotels within Colombo city, the others being Galle Face Hotel and the Grand Oriental Hotel. Nippon is thus an indelible landmark in the hospitality history of Colombo.

But the good times came to an abrupt end in 1983 when ethnic riots convulsed Colombo.

“From 1983 to till the end of the war in 2009, it was a dark age for the hotel,”  recalled Vishnu K.Vethody, the young Managing Director of the hotel and a grandson of Vethody Kumaran. Nippon was particularly hard hit because it was located in a life-threatening zone housing the headquarters of the Sri Lankan Army and Air Force – institutions which were under constant threat from terrorists. In fact, on January 2, 2008, a bomb targeting an army bus went off right outside the hotel killing four.

But once the war ended in May 2009, the Vethody clan sprang to life. Encouraged by the Urban Development Authority’s ambitious plan for the restoration of heritage buildings in Colombo, the Vethody brothers  Valsan, Vasan, Chandrasena and the later Prasannan, launched an ambitious LKR 400 million (US$ 2 million) project to completely renovate the rooms and the building, while keeping intact the basic design, the trade mark façade, and the sturdy staircases made of 130 year old Burma teak.

“The fixtures in the hotel, including the linen used in the rooms, are imported and on par with other top hotels in Colombo,” Vishnu points out.

With Indians being the single largest group among tourist arrivals in Sri Lanka, Nippon caters to the Indian palate too. It is the only hotel to serve the famous “Madras filter coffee”. And being Keralites, the Vethodys have seen to it that the hotel serves a range of authentic Malayali dishes, both vegetarian and non-vegetarian. General Manager Amitha Manchanaike sitting at the helm, ensures that the administrative machinery is well oiled and up and running round the clock.

And the tariff is competitive, points out Vishnu.

“One does not have to have a deep pocket to book into Nippon as the charge per day for bed and breakfast is just US$ 60, with all taxes included. Given the low tariff people come with low expectations, planning to stay for a day. But seeing the good conditions, many end up extending their stay by three or four days,” he said.

Bringing back memories

The renovated Nippon is meant to revive pleasant memories of the Colombo of the fifties and sixties when it was a swinging city with a distinctly Westernized air. Located not far from the sea front, the Beira Lake and cinema theaters, Nippon was a favorite rendezvous for young couples up to the late 1970s.

“It was common for young people to see an English movie at the Rio and walk across to Nippon to have milkshakes or ice creams before heading home. I have come across couples in their sixties and seventies dropping in only to go back to their romantic past. An elderly lady got teary eyed recalling how her beau proposed to her sitting right here,” Vishnu said.

Situated in a commercial area, Nippon has been a busy eatery during the day, famous for its “short eats” especially mutton rolls.

“Our rolls makers have been passing their skill down generations. This is the secret of the uniqueness of Nippon’s rolls,” Vishnu said.

Emotional Bond

The personal attention that Nippon’s staff gave to its customers had created an emotional bond between the two.

“Personal service has been one of Nippon’s strong points right through. And we will to maintain it,” Vishnu pledged.

And the Vethodys set the example. With airs whatsoever, they make it a point to address all staff members by their first names and move around the premises chit chatting with them. The Vethodys often go on excursions with the hotel staff to infuse informality in relations.

Trinity-Antonian ‘Big Match’ celebrates ‘A Century of Friendly Rivalry’

Posted on 19 February 2017 by TSL

Andrew Fowler-Watt the principal of Trinity College Kandy, Rev Fr. Henry Bernard Wijeratne – Principal/Rector of St. Anthony’s College Kandy holding the ‘John Halangoda Trophy’ of the Trinity-Antonian Big Match with Asela Herath – President Old Antonians Cricket Wing and President of Trinity College Cricket Foundation, Nilantha Ratnayake

The much awaited Centenary Cricket encounter between Trinity College Kandy and St. Anthony’s College Kandy will  be played under the theme; ‘A century of friendly rivalry’ on the 10th and 11th of March 2017 at the Pallekelle International Cricket Stadium.

In line with its celebrations to commemorate the Centenary big match between the two schools, the Trinity-Antonian joint committee recently hosted a press conference at the Galadari Hotel, Colombo to officially launch the web-site of the event; www.trinityantonian.com and announce its activities leading up to the Big Match. St. Anthony’s and Trinity College are two of the oldest Colleges in Kandy and the Trinity-Antonian Cricket encounter is the 6th oldest Inter-school Cricket tournament in Sri Lanka. The two schools have a very rich cricket history and are also two of the oldest schools that took up the game in Sri Lanka. According to past records, Trinity College played their very first cricket match in 1893 whilst St. Anthony’s did so in 1899.

Speaking about the centenary big match, Andrew Fowler-Watt, Principal of Trinity College Kandy said, “The annual Trinity-Antonian Big Match is one of the most prestigious cricketing encounters in the Sri Lankan schools cricket calendar. I am extremely pleased to be a part of this historic event, as it is going from strength-to-strength in terms of traditions and cricketing excellence.”

While commending the on the great discipline shown by the past and present boys and cricketers both in and out of the field, Rev. Henry Wijeratne OSB, Principal/Rector of St. Anthony’s College, Kandy said, “This is indeed a remarkable achievement by two of  the biggest and oldest schools in Kandy. ‘Hill Country’s Battle of the Blues’ is an exemplary match to all the other schools as it is great platform that showcases class, talent and the spirit of friendly rivalry.”

A Joint Committee headed by the Principals of Trinity College and St. Anthony’s College  have released the official event logo to be used in connection with all activities related to this Centenary Big Match. There will be a series of events such as the joint dinner dance and two fellowship evenings both in Kandy and Colombo, the traditional Tea party between the two teams, Antonian Cricket Carnival and many more activities which have been organized to commemorate this historic occasion. The joint committee is being ably supported by the Old Antonians Cricket Wing, the Trinity College Cricket Foundation and the Old Trinitians Sports Club in planning and implementing the match and related events.

The tally, as it stands today after 99 encounters has Trinity College with 23 wins, St. Anthony’s College with 12 wins and 64 ending without a decision. While a majority of wins registered by Trinity were in the pre-independence era, the Antonians have had the better of exchanges since independence. In the latter part of the last century, a trophy was introduced in memory of John Halangoda, who was a product of Trinity College and subsequently cricket coach at St. Anthony’s College.

Both schools have a proud history of producing some excellent cricketers who have gone on to shine in both local and international arenas. Amongst them are Jack Anderson, A.C.M.Lafir, MahesGoonatilleke, Bernard Perera, Marlon VonHagt, RuwanKalpage, PiyalWijetunge, MuttiahMuralitharan and Sajith Fernando from St. Anthony’s and Ravi Ratnayeke, Nilantha Ratnayake, KaushalyaWeeraratne, Kumar Sangakkara, Sachith Pathirana, NiroshanDickwella and Lahiru Kumara from Trinity. These two schools have produced the most number of international cricketers and also the most number of School Boy Cricketers of the year from the Central province. The world’s highest wicket taker Muttiah Muralitharan and the highest runs scorer Kumar Sangakkara are products from these two schools which is indeed a unique feature.

Australia v Sri Lanka: Asela Gunaratne powers tourists to final-ball victory to take T20 Series 2-0

Posted on 19 February 2017 by TSL

ASELA GUNARATNE – remember that name. A one-man Sri Lankan rescue effort turned Australia in to Twenty20 also-rans as Asela Gunarate smashed 37 runs in the final two overs to hand his team a miraculous victory in Geelong on Sunday. The right-hander, who was also the hero at the MCG on Friday night, took 22 off Moises Henriques in the penultimate over then 18 off AJ Tye as Sri Lanka took a 2-0 lead in the series.

Victory looked improbable for the tourists when Tye was on a hat-trick early and the Sri Lankan top order crumbled under the pace of 20-year-old West Australian Jhye Richardson, the first Jhye to play for Australia.

Chasing Australia’s 173 all out Sri Lanka lost five wickets within five overs to put the slows on a run chase that was all brave and boorish at the same time.

The tourists tried to deal only in boundaries early and while it didn’t work then, it proved the path to victory.

Gunaratne was finding the rope regularly but his efforts seemed in vain when his team needed 36 off the final two overs to win.

But he would not be denied, smashing three sixes in a row off Henriques and three more boundaries in the final over to get to 84 not out, off just 46 balls, to guide his team home to a memorable maiden international game in Geelong.

“I thought we were playing nicely there but credit to Gararatne, he played a hell of an innings,” Australian captain Aaron Finch said.

“Geez he hit some clean … that’s as good a striking as you will see. For a guy to be able to hit over fine leg and mid-off, that’s a rare skill. He hasn’t mis-hit a ball in two games now.

“There were a couple of really short pockets and they exposed them really well. Full credit to the Sri Lankans but we feel like we slightly mis executed there.

“With the wicket I thought we had enough runs, but with the dimensions of the ground it was hard to know.

“When you have got a guy who is in like that it’s so hard to defend.”

It was a smidge over 13C, and about 11000 people were rugged up inside Simonds Stadium as local hero Finch strode out to open for the Aussies last night.

The lad from Colac, about 75kms down the road, was last in Geelong in November, playing just over the other side of the Ford stand when he knocked up 39 in club cricket.

This time he was the Australian skipper, and asserted his early authority by smacking the first boundary in international cricket on the ground, through cover to the shortish rope. Another came in the next over, but he was gone four balls later, which allowed big-hitting Ben Dunk to the crease.

Dunk, who outscored Finch, and everyone else in the Big Bash, got to take his belated place in the national line-up after initially being overlooked for the team. And he didn’t disappoint.

He’s been playing club cricket too, but was more recently, unable to get in to the Tasmanian Shield team. But Dunk (32 off 14 balls) showed little white-ball rustiness and went whack, whack, with back-to-back sixes off Sri Lankan off-spinner Munaweera. Dunk took 22 off the over, the bowler’s only one, as the Aussies powered to 1/60 off the power play.

But when Dunk was out to the, let’s say medium pace spinners of Gunaratne, he’s not quite the “fast medium” of his Cricinfo profile, the boundary onslaught went with him.

Opener Michael Klinger, still at the crease, and Moises Henriques couldn’t find the ropes for four overs. They could see them, so close, but couldn’t get the ball there.

They each hit a six in the 11th over, but it was the exception rather than the rule.

Only Henriques, who finished not out on 56, did any real damage after Dunk and then Klinger (43 off 37) went, as a muddling middle-order racked up a stack of single figure scores with wickets falling quickly, including three in a calamitous final over as Nulan Kulasekera cleaned up the tail.

The final seven Aussie batsmen scored just 22 between them and Australia just managed to better Friday night’s score, netting 173.

With boundaries that seemed reachable by a good sized throw in parts, it seemed short of enough, and so it was.

City approves 2017 budget, but some councillors say cuts will make it hard to sleep at night

Posted on 18 February 2017 by TSL

City approves 2017 budget, but some councillors say cuts will make it hard to sleep at night.

Council has passed a budget that Mayor John Tory said kept property taxes "reasonable" but that critics say is “unsustainable” and fails Toronto’s most vulnerable.

Toronto Mayor John Tory outlines his support for the 2017 budget proposal and opposition to a motion that would have kept 10 front-line shelter staff positions. The budget, which included a 3.29 per cent property tax increase, passed. (CITY COUNCIL/YOUTUBE/TORONTO STAR)

EMILY MATHIEU – Housing Reporter
Thu., Feb. 16, 2017
It was the budget that almost wasn’t.

Despite a vote that created an unexpected $2-million hole just before midnight and nearly 15 hours into the debate, council approved a budget Mayor John Tory said kept property taxes at “reasonable” rates his allies called “affordable.”

That included approval of a residential property tax rate hike that totals 3.29 per cent for 2017, or $90 extra for the average homeowner.

The budget passed with a final 27-16 vote.

But critics of the approved balancing called it “unsustainable” and said they would have trouble sleeping once they got home in the early hours Thursday morning with cuts impacting the city’s most vulnerable.

An attempt to prevent the elimination of 10 front-line shelter staff positions — at a time when those havens are exceeding capacity targets and those who rely on them struggle to find more permanent housing — failed 19-25. The mayor and all but one of his executive members supported the cut.

Toronto Mayor John Tory defended the budget, saying that additional investment in transit and housing could "in no way be described as a cutback."

Councillor Joe Cressy moved a motion that council keep the 10 front-line positions, by voting to increase the 2017 operating budget for shelter, support and housing administration by just over $1 million, by pulling funding from a property tax stabilization reserve fund.

Cressy accused the mayor of directly intervening to ensure the cut passed.

“It’s deeply disappointing that the mayor of Toronto decided to personally intervene to balance a budget on the backs of the city’s most vulnerable,” he told the Star. “When it comes to a budget setting the priorities for a city, cutting shelter staff is about as clear an indication as any that this budget is a failure.”

Tory supported a successful motion asking staff to report back on the “true” service level impacts of the shelter cuts, saying he believed it would be “minimal.”

“I have confidence in our professional public servants and I can’t believe they would even put in front of us for consideration, no matter what direction they’d been given by us, any recommendation that they thought could lead to that consequence that you’ve talked about,” Tory said in response to criticism the cuts could hurt Torontonians most in need.

“That a budget that does make a big additional investment in transit somehow gets translated into a cutback, a budget that makes a big additional investment in housing somehow gets translated into a cutback, a $250 million investment in repairs to Toronto Community Housing can in no way be described as a cutback … But I guess that is the way things work in the context of this chamber and I am glad for the most part today the discussion has been other than on that kind of basis.”

Earlier, under questioning from Councillor Mike Layton, Tory admitted staff said they only presented the cut because they were directed to find 2.6 per cent in budget reductions — a direction pushed by Tory.

The 10 positions will be lost through attrition, when the current staff retire or leave.

Five of the jobs, council heard earlier in the night, would come from one of the 10 city-run shelters, which serve about 1,500 people. The remaining 49 shelters in the city are run by community agencies. The entire system, including hotel beds, has room for about 4,600 people, according to city data.

Councillor Pam McConnell, who was picked by the mayor to champion the poverty reduction strategy, said it wasn’t enough to just fund new shelter beds and that shelters are not meant to be “homes.”

“If we get it wrong, people are going to die. I don’t want us to be in a position where we are increasing the number of beds, but at the same time we are not able to service those people,” she said from the council floor before the vote. “Because at the end of the day this is not about the bed count entirely, it is about moving people through the shelter system, getting them out off the street, into the shelter system and then out of the shelter system and into their own homes.”

Paul Raftis, general manager of the city’s shelter, support and housing administration division, said an earlier description from McConnell that the cut means less hands to help was fair. He noted it would be a relatively “minor” impact on service.

The budget was briefly and confusingly unbalanced just as council believed they were heading into the final votes of the evening.

Council unexpectedly voted against reducing spending on street sweeping, which left a $2 million hole in the budget. Legislation requires that council pass a balanced budget.

After the uproar, a motion that took money out of a rainy-day fund restored order and the budget was finalized.

Earlier on Wednesday, council approved a residential property tax increase for 2017 just below the rate of inflation.

The 2 per cent increase required to help balance this year’s budget, when adjusted to include a new special levy for capital projects and the provincial education tax, totals 3.29 per cent.

That increase will cost the average homeowner, with property assessed at $587,471, an extra $90 in 2017 and total $2,835 on their bill.

Council rejected two separate motions — one that would have flatlined property taxes and another that would have raised them above the rate of inflation.

A motion for a 0 per cent increase from Councillor Giorgio Mammoliti, who has positioned himself as enemy number one to the mayor in recent months, failed 2-40. Only Etobicoke Councillor Stephen Holyday supported him.

Councillor Gord Perks, who has long argued that residents can afford to pay more to help the city’s most vulnerable, put forward a 4.26 per cent increase. That motion failed 10-32.

“What I am proposing is that we ask those people in the city of Toronto who have the most wealth to put more money back into the system and the reason I want to do that is so that we can afford the programs that help the people who truly are struggling to live in the City of Toronto,” Perks told his colleagues on the council floor.

His motion would have meant the average homeowner would see their taxes increase by $152.50 this year instead of the approved $90.

“I am proud of city council’s decision to keep Toronto property tax increases below the rate of inflation,” said a prepared statement from Tory’s office after the tax rates vote. “The single biggest cheque most families write to the city is for their property tax bill. I was elected on a mandate to keep property tax increases at or below the rate of inflation and I will keep that promise.”

Layton, who unsuccessfully moved to reverse above-inflation increases to user fees for recreation programs for youth and seniors, noted the mayor had set a benchmark for this budget’s success: for councillors to sleep soundly after it was finalized.

“I can tell you with cuts to shelters, cuts to long-term care, I’m going to be thinking of those people tonight when I try to go to sleep,” Layton said Wednesday night.

A motion from Councillor Janet Davis that tried to reverse cuts to mandatory training for long-term care home homes staff failed while another to delay closure of a child-care centre passed.

A motion from the newest executive member, Councillor Jon Burnside, asked for funding of two youth hubs and increased programming for existing hubs in four other library locations that was earlier left out of the budget. That $387,000 for a program that is part of the city’s poverty reduction strategy — which Tory earlier promised to fully fund — was approved with Tory’s support.

“I think we will approve a budget that is status quo,” said Councillor Ana Bailao on the council floor, noting other levels of government needed to come to the table to help with the city’s most pressing needs, such as $1.7 billion in unfunded repairs to social housing.

“What we have in front of us is a fight for a future of this city.”

Comprehensive Economic and Trade Agreement and Strategic Partnership Agreement approved

Prime Minister Trudeau welcomes the European Parliament’s approval of the Comprehensive Economic and Trade Agreement and Strategic Partnership Agreement.

February 15, 2017
Ottawa (Ontario)

Today, the European Parliament voted to approve the implementation of the Canada-EU Comprehensive Economic and Trade Agreement (CETA) and the Strategic Partnership Agreement (SPA).

CETA sets a new bar for progressive trade agreements that create good, middle class jobs, give consumers more choice, and protect both workers and the environment.

Prime Minister Justin Trudeau welcomed the achievement of this important milestone which brings CETA closer to full ratification. Canada and the EU will now complete their respective legislative and regulatory processes that will bring virtually all significant parts of the Agreement into force by spring 2017.

Canada also welcomes the positive vote in the European Parliament on the SPA, which will deepen and strengthen the already strong cooperation between Canada and the EU on a wide range of issues, including human rights, international peace and security, and the environment.

Quote

“Canada is pleased that the European Parliament has voted to support CETA and SPA. Today’s vote is an exciting milestone on the way to bringing the benefits of these progressive free trade and partnership agreements to Canadians and Europeans. These agreements set the stage for an even stronger relationship with the EU, which will create greater opportunities for the middle class on both sides of the Atlantic.”
Rt. Honourable Justin Trudeau, Prime Minister of Canada
